280-page Carter Center manual, Election Obligations and Standards: A Carter Center Assessment Manual, produced in English, Spanish and French versions.

It serves as a companion handbook to the redesigned Election Obligations and Standards Database, which was created to strengthen citizens’ ability to hold authorities accountable when they fail to meet their democratic obligations. The Carter Center Election Standards Manual and Database launched Oct. 28, 2014, at the United Nations in New York.
